I bought an identical vise but under the Accutech brand, it had no instructions so this video came in handy. It also features little rubber "feet" that screw into holes drilled in the underside of the base but no screws were included with it. Sounds like quality control is a bit lacking at the factory that manufactures these, some parts already installed whereas some parts not included at all, including the instructions!

some of those parts that are shown in the instructions,that were already installed are seperate parts incase you have to order a replacement ..they do that for your ease of replacement,rather than purchase a complete assembly, i would think…nice video..
