I think their insurance company would require them to test fire these weapons before they go out even the partial ones I can tell my 10.5 upper was test fired just a few little signs like a little bit of carbon on the gas tube and it looks like somebody took and cock the bolt with the charging handle and let it fly forward there was a little markings on the receiver there so I know my upper has been tested it's a liability situation not to test fire an upper receiver that's complete the only time they can get away with it is if they sold the barrel and the upper receiver separately but I can reassure you yours have been testified they might use a different bolt carrier group that they just have laying around for test firing but they checked it out and it passed their muster
I understand that the Ada the Americans with disability Acts filed a lawsuit in one that pistol braces are considered a handicap device like wheelchair ramps and other things like that and they're protected by the Ada
