Tomorrow, the House Committee on Judiciary & Hawaiian Affairs will hear House Bill 2075, to make changes to Hawaii’s pistol permitting and registration system in an effort to comply with the recent Yukutake v. Connors court case decision. This is the companion to Senate Bill 3043, which was deferred in committee last week.

House Bill 2075 extends the time period in which an approved pistol permit may be used to make an acquisition from the current ten-days, to 30-days. In addition, it eliminates the requirement that authorities physically examine firearms upon registration for transfers by licensed dealers. Registrations of previously unserialized firearms, private transfers, and firearms brought in from out-of-state are still subject to inspection. This legislation falls short of the court decision and places unnecessary burdens on Hawaii’s law-abiding gun owners.
