A bullet must contain a certain core inside a bullet to make it armor piercing rounds. A full metal jacket round is not armor piercing round. If FMJ rounds were to be calcified as armor piercing then all bullets will become armor piercing rounds and they'll even try to classify hollow points as explosive rounds next since they fragment when hitting solid mass surfaces.
