Yesterday, the Senate passed an amended House Bill 4145, now engrossed as HB 4145 B. It will now return to the House for concurrence as amended.

As amended, HB 4145 moves the implementation date of Ballot Measure 114 to January 1, 2028, and includes a legislative intent section to avoid conflict with the court case in the Oregon Supreme Court. 

The NRA remains opposed to the provisions of the underlying Ballot Measure 114. HB 4145 B-Engrossed moves the implementation date of the Ballot Measure to January 1, 2028, the gun control is delayed, but intact. 

Constitutional challenges to Ballot Measure 114 continue in court, including the NRA’s in the 9th Circuit and a state-based challenge in the Oregon State Supreme Court.

Delayed implementation of HB 4145 may be helpful in the short term, but the unconstitutional, underlying Ballot Measure 114 does nothing to address criminal misuse of firearms and escalates costs and bureaucratic red tape for law-abiding gun owners.
