The California Department of Justice announced proposed rulemaking on Carry Concealed Weapons License regulations, including the qualifications required to apply for a license and to be a CCW DOJ Certified Instructor. This package of proposed regulations, if adopted, will become permanent and stems from the emergency rulemaking conducted by the Department of Justice following the passage of Senate Bill 2. SB 2, passed by legislature in 2023, increased the requirements to apply for a concealed carry license and created new subjective criteria for the issuance of CCW licenses to allow authorities to arbitrarily deny applicants.
