16 inch are so popular because you don't need a tax stamp and 18 and 20s are not used by anyone in a greatly public way. Simple answer. If we could replicate what military has we'd all have 11s and 14.5s with cans.
Only bc it's the shortest I can have without a tax stamp. Also, even my 18.5" 12GA is manageable, but unwieldy in very confined hallways for instance.

Why not ask why a single shot gun can't do quick follow up shots while you're at it?
Because it makes the rifle 28” total length to not be an NFA item. Barrel lengths is just a side effect of that. Also avoids unnecessary Tax stamp along with wait times.
