You can't ban domestic terrorism with a new gun law bill. You have to fight terrorism with counter terrorism tactics. Place well trained armed guards in banks. Not retired old guards that can't stand for 30 mins.

This incident had nothing to do with a head concussion. He was working in a bank with no problems until he was informed that they were going to get rid of him. I strongly believe that's what trigger him to commit human violence. By being told his Services is no longer needed at the bank.
